Ideally,
1) It should contain keywords that best describe your content 2) Avoid something like "our", "to", "be" which adds no value to the title and leaving this will keep it short for other important words

Here are some best practices you should follow for creating titles on pages:
·Each page should have a unique title. ·If practical, try to include your Primary Keyword Phrase in every title of every page. ·Begin the title of your home page with your Primary Keyword Phrase, followed by your best Secondary Keyword Phrases. ·Use more specific variations to your Primary Keyword Phrase on your specific product, service, or content pages. ·If you must include your company name, put it at the end of the title. ·Use the best form, plural or singular, for your keywords based on what WordTracker says is searched on more often. ·Don't overdo it - don't repeat your keywords more than 2 - 3 times in the title Make sure the <title> tag is the first element in the <head> section of your page - this makes it easier to find by Google.

Although it is corny at times try and add a "Daily Planet" style to you titles.
It is kind of like naming a band. Make it descriptive, memorable, and entertaining.

Well, nowadays it's better to use only relevant keywords so that search engine don't confuse your article with something else. Stick with what is important.

For instance, sometimes if you rely on adsense for monetization, some irrelevant keywords non-related to your article can attract ads which is totally not relevant to your article in your first place. Of course, sometimes this could be advantageous because who you might end up with high paying ads which get clicked.

Overall I would go with making the title inviting and relevant.

Most of the time, there are things which you can 't control. Although will try to avoid using certain words (for fear that non-relevant ads might show up) sometimes there's no way to prevent.

Back again to the issue, if only there's an option for us to control and vet through what type of ads to appear on our site. Something like an internal selection system whereby ads are first put on hold and once approves it will start to appear. I don't think google will allow that kind of system but then it looks to me like the only solution available.

In a related view. Be careful not to go the same well too many times. In other words titleling soemthing "I Love You" may not be a good idea since it has been used a billion times.
Now that does not mean it may not be appropriate at times despite the over use of it. You need to weigh the pros and cons.
