Thoughts on domain hoarding

Usually sometimes when come across a good domain name, it has already been taken up but the person hoarding the domain is only willing to sell if he receive a good offer. The domain basically just sits there for nothing and this has deprive useful information from being published on the site. Well it may be legal because the domain belongs to him and he gets to do what he wants. But put aside this issue would you think it's ethical? You should sell it for someone interested to develop the site instead of letting it sits there for nothing and deprive the web of useful resource from being published there.
