Question Paypal Fees Confusion

I own a paypal verified Premier Account. I noticed that all payment will be charged the following fees by Paypal. When it says 1.9 to 2.9%, why is it so?
When do they use 1.9 and when do they use 2.9? Any criteria as to why they would choose a particular fee range? I tried contacting paypal to ask about this but until now, yet to receive their reply. Maybe members here can help. Thanks

now if i send payments do i have to pay some fees there as well??

Sorry i dont think I can help you with that cos I have a personal account. In personal there arent any fees unless the payment is from a Credit Card. But that charge are quiet clear something like 2.5% + $0.30 USD dont remember that exactly. But thats neglegible.

Yes. Personal not have problem with fee. If you think that fees is trouble to you, just downgrade to personal account if you already premier or business account. But you only can do 1 times. You cannot change to business or premier account after that..

Well until today I still haven't get satisfactory answers. I think the only person who can answer this question is basically the guy at paypal. It's kind of confusing at times with their fees. Does it mean that the fee will also be different from one country to another?

if you are confused with paypal fees its better if you use the paypal calculator so you wont be confused and just read further on the paypal website.
