Paypal echeck

I once receive a payment from a guy in the form of echeck and it took almost a week for the check to be cleared. However, until today I still do not understand the concept of echeck. How does one go about issuing an echeck? Does the money comes from your credit card or bank account?

echeck is like real check that it needs time to be cleared. As it is debited from the senders bank account. sometimes this is safer to use.

No till now i have used it. Is it issued by paypal?
And how do you issue it? Can any one having paypal issue one?

Cheque sounds safe but what if incase it gets bounced. Need mor info about it. Can any one post some more details here?
