It's actually a tag introduced by Google to avoid link spam. Before the introduction of the "nofollow" tag, people has been abusing the privileges by posting comments in blogs and everywhere hoping to get a backlink.
If I decided to go ahead and join the dofollow movement, my concern will definitely be on whether it will actually help my page become popular or the other round a platform for spam content.
