quality links

It seems to me that it is much better to have a few quality links than to have many lousy links. Look for links with good PR and to quality websites. Quality VS Quantity.

Does it really? Dont have much knowledge though but heard across forums that the quality as well as quantity counts. Quality would indeed increase the PR when you have enough number of total backlinks too.

One mor thing what i came across is that you need a minimum of 100 links for every incremented PR.

I think quality link not only means high PR but also how relevant the link is, same niche with your website. Getting a lot of links is easy but getting "quality links" is really hard.

A quality link is that link which comes from a better ranking and relevant webpage. If the link's anchor text contains one of your best keyword or keyphrases, then the importance of the link will be greater. Many quality inbound link = Link Popularity! And search engines are placing a very high value on link popularity.
