Any strategy for link building?

Guys just want to get opinions from experts here. Does the speed in which you do link building affect later on your page ranking? Could something like suddenly a jump of 500 links coming from a forum be considered as unhealthy according to google's view? Can it be considered as spam because it move way too fast?
