You can see that the owner of this forum was able to put in meta keywords (although some of these keywords are not helping much) and when this post was created the Title of this thread became the meta description - so - I would say that yes, forums can be optimized as websites are but the mods of the forum may want to teach the people that are posting to put keywords in the titles of the threads instead of words that aren't important. This way the forum would get recognized sooner and it would have more importance.
