Can your internal pages have higher PR than your index page?

Actually the reason why I ask this question is that the scenario actually happens to me. Take here for example

allabout[dash]aquariumfish[dot]blogspot[dot]com/2007/12/freshwater-tropical-fish.html
allabout[dash]aquariumfish[dot]blogspot[dot]com/2007/12/reef-ready-aquariums.html

both has Page Ranking 2 but the main page allabout[dash]aquariumfish[dot]blogspot[dot]com

is Page Ranked 0

I was a bit confused here. Both internal page actually has no backlink listed but they get high Page Ranking compared to the main page. Did I do something wrong here? I need advice. Thanks

I wonder if it is possible that it has something to do with the content on your internal pages. If the content was more noticeable by the search engine.

If more and more higher PR sites link to ONE PAGE in your site it will dwarf the PR for the index

Geee....I still don't catch you guys. At first I thought it has something to do with the age of pages but it's not. I have some older pages compared to those two and it's still PR 0.
