TAX forms requested by affiliate programmes???

Do you fill out the tax forms requested by all the affiliates programmes?
I have notices that mostly all the affiliate programme ask you to fax or mail the tax forms W-8 or W-9 to them including our VAT, SSN, PAN ect details.

Do you sent it to all of them? Dont they pay if you dont send them the copy?

Actually my problem is that i have not filed any TAX returns in my country so i dont have any VAT,PAN or SSN or any thing as such what is required to be filled on that form.

In that case what is to be done? Any Idea about good affiliates that pay without the tax info and asking to fill that form.
