Every keyword is unique to Google, including any phrase. Again, a phrase in quote marks is different from the same phrase without the quote marks enclosing the phrase. "
SEO" is different from "search engine optimization", even "and" & "AND" have different meanings! Therefore, you will find different result sets in such cases. Meta tag
arrangement is a different issue. It's importance is relative to one another in the meta tag group for that page, and pertains to your own web page. The meta tags are used by Google to understand what the page is all about, especially the "theme" of that particular page. There are other aspects and algorithms that Google uses to understand your page, and meta-tags is just a
little fraction of the bigger whole!
