Even i havent used it for year or more now. Also neglected altavista too. I dont think any one would be using it any more.
And rather then we submitting to the search engine their bots should have the potensial to find our content, if thats not the case then the search engine isant worth.
I never submitted my sites to yahoo & MSN but great to see that my sites are indexed and their robots are crawling to my site.
I think you dont need to submit to altavista, cos it uses Yahoo's DB.
