According to your discription i think you are talking of Alert pay. Is it???
If yes i have used alert pay. Yes its similar to paypal.
I used it a couple of time. Only drawback is for every mony transaction you rceive you are deducted some service fees for all the accounts. Whereas in paypal for personal account there is no receiving fees.
