Might be they monitered the number of spam or scams occuring and the domains related to it. Out of the personal domains they might have excelled.
Or might be its a random statement only over the point that .info is one of the cheapest domain to register and so most of the scammers or spammers would preffer spending $1 on a .info rather then a $7 or $9 .com
